It is described in the old registration receipts as a brick masonry building with 1082 square metres, two floors and a basement. It is stated in the same receipts that there are seven rooms and toilets on each floor, and that four rooms in the basement are used as storerooms, one room is used as a woodshed, and the others are used as a detention centre. The building has two storeys and a basement, the floor of the corridor downstairs used to be wooden and was later concreted. The floors of the rooms are wooden and the ceilings are plastered. There are double entrances from the lower floor to the upper floor and deaf arched decorations sitting on the columns. There are no ornamental elements in the rooms. The exterior ornamentation is decorated with half pillars and round arches. The rear façade has a projection with recessed columns and this façade is very ornate.
